# Card Notes Topps Pokemon Series 2 arrived in 1999 when the trading card phenomenon was at fever pitch. This set represented a critical moment in English Pokemon card history, released during the franchise's explosive North American debut. Topps' licensed offerings competed directly with the iconic Wizards of the Coast base sets, making these cards important artifacts of Pokemon's early collectible era and the broader late-90s trading card boom. Dewgong, the water and ice-type evolution of Seel, appears here in artwork that captures the serene dignity of this marine Pokémon. The card's appeal lies in its role as a solid mid-evolution stage and its beautiful illustration, which draws collectors seeking complete evolutionary lines and vintage Topps aesthetics from this formative period of the hobby.
